67 The enforcement provisions of the Volstead Act were very weak. Enforcement officers were from the Treasury Department, not the Justice Department. Having Treasury officers enforce the law made sense when there was an excise tax to collect, but as the entire trade, or “traffic” (as the Drys called it), was eliminated, it generated no revenue. Thus enforcement was a continuing problem in state and local 32 Soil and Society prohibitions. ”68 The systematic disregard for the laws and their slack enforcement led to a sharp divergence between the law on the books and the law in action.

After operating smoothly for a few decades, the appellation system became suddenly overburdened in the 1980s. Calls for reform rang out for the appellation wines; and, sadly, shots rang out from the Languedoc as violence again seemed for some the only way out of the crisis. Chapter 4 resumes the story of wine in the United States. Prohibition and its aftermath gave the industry a hangover that took decades to recover from; in fact, its effects are still being felt. In spite of that legacy, quality also improved (thankfully), as American wines climbed onto the world stage.

Vitis vinifera has been the vine for European wine grapes since before Roman times. This plant provided the leaves that Dionysus twined in his hair and the seeds that have been found in Egyptian tombs. The thin skin, sweet flavor, and high sugar content of the fruit make it well suited to wine production. A few particularly successful strains of the vinifera species have come to be known as the “noble” varieties, such as Cabernet Sauvignon, Pinot Noir, Chardonnay, and Riesling. 53 The most common, Vitis labrusca, can survive cold winters and yields the hearty Northern Fox grape, which has a thick skin and a distinctive, sour flavor.
