Throughout Mann’s tenure, evangelicals, Catholics, and religious liberals assailed Mann and his system. ”56 Throughout much of 1838, Mann engaged in an ongoing dispute with Frederick A. Packard of the American Sunday School Union over Mann’s refusal to approve a Union-promoted reader for school libraries. Disagreement centered on the 1827 law that prohibited the use of sectarian texts in public schools. Mann maintained that the reader’s references to a retributive God and a future state of judgments and rewards made it sectarian; the book “would shock the moral & religious feelings of a large portion of our community,” Universalists in particular.

St. Louis, with its large German Catholic population, never adopted a practice of prayer and Bible reading, and in 1844 the Detroit Board of Education voted down a modest resolution by one of its members to allow the Douay or King James versions to be read, without note or comment, according to the wishes of the parents.
