In September 1937, Nürnberg was involved in major fleet exercises with the pocket battleships Deutschland and Admiral Graf Spee as well as Karlsruhe and Leipzig and numerous destroyers and smaller craft before returning to dock for refitting. Returning to sea in January 1938, Nürnberg spent the first three months of the year undergoing more exercises in the Baltic before undertaking a further refit. A short training cruise in June/July took her to Norway after which she once again sailed for the Baltic and intensive training exercises with other units of the fleet.
Thereafter, she returned to the Baltic yet again for exercises with Leipzig. In November and December she was employed on escort duties, providing cover for destroyer units returning from offensive minelaying operations in British waters. On 12 December 1939, whilst steaming with Leizpig and Köln to a rendezvous point with a force of five destroyers which were returning from a minelaying mission, the German cruiser force was attacked by the British submarine HMS Salmon. Hits were scored on both Leipzig and Nürnberg.
