Now he could satisfy his passion for orderliness and efficiency, and get "the reins . . " A dusty safe was cleaned out; correspondence was brought up to date. Soon the Department of State was ranking Vienna first among the embassies in the value and extent of its reports and clipping service. It was not long before the Ambassador complacently allowed his First Secretary to draft all diplomatic notes. During his tour in Vienna, Grew was left in charge while the Ambassador went on vacation for the summer.

He worked at home regularly, studying international law and perfecting his German and French. 40 Some idea can be gained of the trivial nature of diplomatic business in those days from Foreign Relations of the United States. In this official series, the sections on American relations with Germany from 1908 to 1914 and with Austria-Hungary in 1911 and 1912 contain only six subjects in which these embassies played a part. 41 Grew participated in several of these cases, and many unpublished ones. He was particularly successful in arranging the extradition from AustriaHungary of Boston diamond thieves whose crime was not covered by treaty.

Within the protective cover of their "noble indignation," they felt safe against dangerous doubt and moral isolation. Fear of moral isolation could not have been negligible to Grew who had lived apart from his people for fifteen years and returned to them in the midst of crisis. Having escaped State Street, he found himself needing Main Street. 45 Grew was different from the diplomat he had been four years earlier — more sober and industrious, more broadly proficient, more attuned to internal and international politics, more sensitive to public opinion at home.
