The military needed the Radicals to carry on the business of government, and to represent the Serbs to the world as a civilized nation, but their relationship was a strained one. It took three years of intense pressure from western governments before the last of the conspirators was removed from public life, and the army never was brought firmly under civilian control. What kept the alliance alive was that the Radicals were efficient modernizers, and shared with the generals a vision of a Great Serbia which would bring all the Orthodox faithful within one state, including outposts such as southern Hungary, eastern Croatia (Srem) and southern Dalmatia.
Strossmayer had long since abandoned hope that the Serbs might be reclaimed for a Catholic South Slav union. In a letter penned ten years earlier, he referred to the Serbs as ‘our bloody enemies’, guilty of stabbing the Croats in the back in their struggle against Hungarian repression. But the Programme clearly identified the Magyars as its main target, demanding full equality between the Kingdom of Croatia and the Kingdom of Hungary in matters of common concern, though the call for a ‘juridical, constitutional and free state’ uniting all Croats (and perhaps the Slovenes as well), was carefully qualified by a clause which read ‘within the framework of the Habsburg Monarchy’.
Serbian nationalist fervour boiled over. Old Serbia had been recovered for the nation, the battle of Kosovo was avenged, the Turk routed. The celebrations were short-lived. Within a year, on a tour provocatively scheduled for the anniversary of Kosovo Field, 28 June 1914, the Archduke Franz Ferdinand was shot dead in Sarajevo by Gavrilo Princip, a Bosnian Serb. Austria-Hungary declared war on Serbia a month later (28 July), triggering the general European conflict which was to obliterate the second imperial obstacle to South Slav unification.
