Zero emissions policies, like zero waste policies, are laudable goals, but they are not reality. That is why the EPA and other regulatory agencies around the world set standards that are protective of human health and the environment with a margin of safety. In reality, waste to energy facilities meet those standards and usually operate at a fraction of the allowable limits. The truth of the matter is that waste to energy facilities are some of the most regulated facilities in the world and that the largest opportunities to reduce emissions can be achieved by focusing on other sources.
